The excerpt about Xlibre at the bottom of the article is the subtext here. Xorg is becoming a "legacy" project for older computers, drivers and applications. Xlibre isn't trying to be "legacy", it asserts itself as the future of X11. Xlibre will likely backport these changes while continuing to make X11 viable for <current year>.

>>109605570Thats why rgb10a2 exists (10-bit rgb, 2-bit alpha), it's a common format. But anyways, that is not really needed for hdr support on x11. X11 can limit hdr to hardware accelerated applications (opengl/vulkan) and hdr metadata either with a window property or a new protocol. In that case it wont have limited colors, opengl/vulkan color format supports everything and is dynamic to support more in the future without any protocol/version update change.
