you can pay $5 and get the Windows source code bro, mail them a money order for $5 USD requesting Windows 11 source code and they will send you a couple of DVDs in the mail. I think if you pay $20 you get it on a thumb drive or if you pay $5 and send a thumb drive in, 128gb, they will send it back to you with all of the source code. That's it, that's all you gotta do to get the Windows source code. That's how little Windows actually means to Microsoft. Heck you can get office if you like. the only tool I would LOVE to get my hands on is Microsoft's executable fixer application, it is an internal tool we used to use at Microsoft where we would load an executable into it, and it would re-arrange the machine assembly code into one that ran the application and windows the fastest. That being said there is very little you need to actually compile to get Windows to a usable stable state without all the spyware, or you could use tiny11 or something if that stuff matters to you where all the work was done for you.

xfce comes close to what I consider semi-decent but it also has a lot of glitches

I say this out of concern ultimately because even though I use Windows, and I am an ex developer, I love Linux. I want to see Linux continue to exist. I want to see open source software exist. If you think that europe, canada, australia, and the united states won't work together to ban Linux if it is seen as a massive net negative, especially as the global mindset moves more to the right of middle, you need to take a step back and rethink some things. They could just as easily say:
