My first instinct would be to region lock the entire site so that only first world, western countries have access. My initial thought was that this would increase discuss quality, but then I realized how much of the turd world makes up the west. I’m not talking about assimilated immigrants; you know who I’m talking about.

Might be a weird take but I would limit how many subreddits a moderator could moderate at once.
I think part of the problem with reddit as it exists now is that a small group of moderators controls several popular subreddits, which leads to the echo chamber effect by them taking down comments that they dislike.
I would also like an option to filter out certain subreddits categories entirely (ex. politics or gaming) and also a way for the front page to display content from only subreddits you follow.
I shit on reddit a lot but it's genuinely a useful site with lots of content on it, I just would never use it for social media because of the issues I mentioned above.
