My bank is really desperate to get me to start using the app instead of their website. They are kind for now, they are offering me the choice, trying to bribe me, etc. But one day they will force me to switch. So if they only do 2FA using the app on a singular phone it's impossible for the user to claim they didn't do whatever transaction.
The issue is that they (usually) also have another app that can do transactions, so the same retards that benefit from 2FA, will have it installed, effectively making it 1FA
