At what point can we begin interpreting data collection as unauthorized spying.?

If the guy next to you in a public venue knew what you watched on your TV, knew all your phone call history, all your browsing history, knew your porn preference, knows everyone you have ever had sex with, you would find that to be incredibly invasive, breach of privacy, literal spying.

But because its a large company that does it, we are gaslit into normalizing it.
Private spaces: You cannot record inside a neighbor's home, bedrooms, bathrooms, or private fenced backyards. Same should apply to gadgets phones TVs computers etc.

Any statistics logs etc should be open source reviewable and fully anonymized

Since the Snowden revelations became public, only way around it will require immense organized social movements or just going analog.

Governments will not give up the power of the surveillance state with a deputized private sector being a wreath around the swamp.
