Not true in the EU, but true in select countries. Germanic countries in particular have bullshit levels of red tape for everything related to starting a company. In the UK (I know, no longer EU, but still. replace with Estonia if you prefer), you just pay 100 quids and you're up and running in 24 hours, nothing else you need to do. It's slower, more expensive, and you have to comply to more regulations to do a delaware C corps. The reporting requirements for the former is also nothing compared to the latter.

It would be a nice idea, just like many things in the EU, but all it does is actually double your bureaucracy because Germany counts the "Place of Effective Management", i.e. if you are physically within the country it does not matter where your country is registered. In the end you will have to deal with Estonian AND German bureaucracy and you can be rest assured that if a German faggot bureaucrat will see your company setup in Estonia he will make sure to triple check audit every single one of your tax returns
