You can configure your linux ui to look like that today by installing and using the ubuntu fonts. Mid-00's were a different time and the Human theme predates the spinning cubes and advances in open source GUI's.

Not just Linux. Windows had possibly the best UI ca. 2000. There was this golden age of UI that was around late 90s up until mid to late 2000. Then for some weird reason everyone seemed to lose their minds and completely abandoned all rules of designing a logical and consistent UI. All of a sudden everyone started to be afraid of proper borders (very important) and proper scroll bars (extremely important, since it's not just a fucking handle, it gives tons of information). Everyone abandoned sane colors for different states, started dismantling everything for no particular reason, all of a sudden you were robbed of proper window separation and scrollbars (for reasons I think of "saving" space but this is ridiculous, they were only like a few pixles in total), not being sure if you are in an active window or not, not being sure where your window ends, you were robbed of useful quick launch and status icons. Basically what happened is that evil won for some reason. Guess it was too much of it.

You might have better luck asking ubuntuforums or askubuntu (or whatever their stackoverflow is called), but my guess is Human used different theme engines.

The one in your pic looks like Dapper Drake from 20 years ago which used clearlooks. Around gutsy or feisty era they would switch to murrine.

There are still a lot of maintained GTK2 applications and a lot of GTK3 applications designed like that. It's mostly GTK4 and especially libadiwata that are complete cancer. Due to modern Gnome's attitude.
