They look and behave like crap, and some document viewers don't even support it natively.

I don't know, but I use Foliate for epubs and it's good. On Windows I used sumatraPDF I think.

Foliate is pretty good but why can't ebussi just add epub support to Papers? Why are most document viewers even incapable of handling these modern book formats (epub, mobi, zipped books, etc.)

It's just text retard. Change the font, disable the built-in style, padding, line height, etc. Images (figures mostly) look like shit but that you should be using pdfs for that anyway.
