Obviously it depends on the tasks you want to perform, but generally yes.
What you should worry about is whether or not it's on a single stick, or in a dual-channel configuration, latter being highly recommended.

You can take a glance at the Windows 7 era computing and gaming to get a rough idea how much you can do when the OS is not a 24/7 spying bazaar of marketers, and games ain't made with a Hollywood movie-creation tool known as "Unreal 5".

I used to multitask 3DS Max, Photoshop, Steam, Messenger and Firefox at the same time on a 4-core 4-thread Intel i5 + 8GB DDR3 + GTX 560ti back in 2014, on mechanical 7200rpm HDDs, without any issues.
Vidya like GTA5, Killing Floor, CS:S / L4D2, Serious Sam 3, Talos Principle, Witcher 2, MGSV... et cetera, all ran effortlessly at 1920x1200 res and med-high combo settings, smooth 60fps.

Fucking laptop Intel HD Graphics 4000 could already run Crysis 3 at the "console equivalent settings" (720p, low, 30fps), twelve long years ago. People seriously underestimate the modern-day integrated chips, or cannot tweak their settings accordingly.

I have the mobile equivalent CPU on my laptop.

The thing about mobile iGPUs is that they use your system RAM as their video memory. So the more you got, the better. And the faster it is, even better.
You also should check the PC BIOS settings and see how much RAM has been dedicated for the iGPU's use. It often defaults to some anemic ~64 Megabytes, which naturally ain't gonna cut it in a post-2002 gaming. If you're lucky, you may be able to give the poor thing a Gigabyte or two, but sometimes you have to make do with 256 to 512 MB, which already is a huge improvement.

Next but not least, lower your in-game settings.
Play at 720p, and I don't mean "Windowed Fullscreen at 1080p with 50% resolution scaling" ... but ACTUAL Fullscreen, at fixed 1280x720 res. Keep texture quality and other settings as low as you can stomach. Stick to DirectX 9.0 or DX11 modes whenever you can. And don't multitask, if at all possible.

Last but not least: see if there's driver updates for the HD graphics chip.

Most shit released pre-2012 should run okay:
STALKER games on DX8 mode, anything running on Source engine, Quake 3 engine, or Unreal 2.5 (or older)... Even more so if you have at least 8GB of RAM.
Again, the dual-channel config (= two RAM sticks) helps a ton here. Using Page File helps only a bit in terms of multitasking, but an SSD would be a big help if you have to use storage as make-shift RAM.

Microslop recently increased the minimum system requirements of the game, because they just had to start smoking people off Windows 7 and 10 systems in order to shill their Wee11 Titanic of a system.
That being said, MineCrap demands more from the CPU and RAM than GPU itself, as the world generation and "simulations" require a lot of computing.

Obviously you want to keep the visuals all natural and vanilla with a crappy integrated video chip like that. No shaders.

Anything less than 24GB is bad, because W10/W12 use 12GB passively when the most bloated, realistically you are letting it have an entire 16GB. 8GB as spare is the minimum I see usable for running a single vm with vmware.
