This is why a lot of hackers avoid targeting medical or government infrastructure for no reason other than this. Meaning if you are doing anything cybercrime related you should probably rotate aliases regularly or preferably not have anything you do tied to any alias or group. If the 3 letter agencies want to find you they will, it's just a matter of time and cost. Basically all you can do is make it so the perceived time and effort it would take to "unmask" you isn't worth it. For 99% of people Tor is sufficient.
