like i can remember ideas and stuff and at best i can run code myself and mess with it but like it's 600 word technical book, every word is teaching about something, i lose all the motivation to complete books because by the time i am half way through i have already forgotten 2/3 of it, reading same book over and over again is too time consuming. any tips? how do you do it?
Learning is an iterative process. A book will help you become familiar with a lot of different concepts that you haven't seen yet. You won't be able to internalize the information until you have applied it.

You are not supposed to remember it (unless you are teaching it in a course and even then you need to prepare). What you need to remember is where you read things, so that when you hit a wall you remember the Green and Red book had a good section on this; you go back to the book, refresh your memory, maybe understand the problem better or if not you dig itno the bibliography. Do not try to retain everything, it's a trap. Just retain the map of where things are, and things you need to retrieve often will embed themselves naturally over time.
You have to make flash cards and study them if you want to remember things. Passive reading is a waste of time.
