Nah, it's been a solid decade of having to design/code for all device sizes.
The trope of expected phone/tablet/desktop size only held firm for the first few years of responsive design.
Too many wide phones. Too many small tablets. Then gigantic desktops vs. small older laptops.
You make your stuff usable on all sizes and make major layout shifts 2-3 times depending on the project's budget.
