Conventional armies could also cause a lot of damage, or you could use biological weapons etc.Also OpenAI simply has a lot of compute, you mention DDOSing, but with the resources that OpenAI has, they could also hire a bunch of elite hackers and cause damage that way. AI is just this new thing so to some people it seems extra scary, but overall it's just one of many risks and hopefully the usual deterrents will work.
