If it was me I'd do something like ISP packet attestation. When packets go to your ISP, they tag them with your identity (possibly in unused IPv4 space?). Then downstream services can pick that up identity, cross reference it with your ISP to validate if you're allowed access or not. Automatic ID verification for any downstream service. Add some kind of thing there the ISP flags the user; "Site x is requesting access to your: age, name, etc etc) and you give permission. Everyone hits yes because they want to see the page.
