VPNs on Android are a bit of a clusterfuck to be honest with you. The DNS and encrypted DNS stuff from a developer's perspective is a massive headache. There is an API there, but it kind of sucks. At the system level, it tends to leak shit all the time, the radio (3G-LTE/4G/5G) -- All horrible. Terrible platform. Still better than Apple though. Because at least on Android they give you the fucking documentation.

It hasn't been "recently" discovered, it has been known for a while. The mitigation is pretty simple: your client has to check if an application is actually on a list of applications allowed to use the tunnel. Exclave can do it easily if you want to, I'm sure many others can as well.

A tier: The Librem with the kill switches

You can pick based on how much money you have, or go VOIP only, or just buy a flipphone.

For security minded people who do not want the librem: GrapheneOS is the most secure Android device.

If you want to get off Android, then pick the Librem.
