If the email was authenticated with DKIM you can't really blame Revolut. The attacker would have had to hack the government email server. That's the government's fault.

If the email was authenticated with SPF it's not so clear. The attacker could spoof SPF by hacking any service on any server that's NATed to the same public IP address. No one should authenticate outgoing emails with SPF alone, and no one should trust any email authenticated with SPF alone.

Some places they will refuse a bank account even if it's illegal to do so for spurious reasons. Way easier to do international stuff including but not limited to business with these online banks. I use wise for my business for this reason, because opening a corpo account would take minimum 3 months, I would have to go to every single bank in the country to find the one that won't reject for no reason, application forms are all non-standard and long as fuck to do, and even if I do get it open, I get to pay monthly fees.

In my experience old school business require no biometric data. They ask for an ID when you sign up, they can with their own eyes see the picture on the ID matches the person in front of them, ask for a phone number and an email adress (you can provide a throwaway one).
No old school bank has a selfie of me in their database.

You can't offramp monero without considerable KYC bullshit, far more than revolut, and exchanges constantly host coins hostage or steal them outright (thankfully with bank involvement that is no longer the standard but the flipside is everything's fully centralized now). Tell your local MPs to mandate your country's approved financial institutions are not to store identity documents and facial verifications. Instead, retain only the textual details that are important (e.g. passport numbers had to get approved from their system upon document submission, so they must only keep the value itself and discard the full uploaded passport image), and for faces, thumbnails only.
This goes for more than Revolut, and nothing will change unless this becomes a global norm. People won't do shit though, and Revolut did a little "oops tee-hee~" with no consequence from wherever they operate.

Again, show this scenario to your local MPs and make it known this is a threat in the current climate else it will happen again.
