Afaik the law is written where laptops are required to have USB-C as an option rather than strictly being the only charging method.

USB-C can technically be used for 240W but this requires some redesign because it's 48V so as a laptop vendor if you want to still use 20V, you can provide a 240W proprietary charger, but the laptop must also charge off a USB-C port in some capacity.

Had an issue where you could fry the port if you were charging with USB C and the regular barrel charger at the same time. And then there was battery health concerns since it ignored whatever lower battery limit you set. I can't recall if it did passthrough charging whenever the battery was full either

Sounds like a good change. My small and light Dell laptop came with a charger with a barrel plug, but can also charge over USB C. The 65W charger it came with is an annoyingly bulky brick with the cord going to the laptop permanently attached, so if it gets damaged I need a new brick. My USB C phone charger can also output 65W, is much smaller, and if the cord gets damaged, I just buy a new USB C-to-C wire.

the Gaymen labtop I got(work gave it to me as it was cheaper than the normal ones we order lol) get around this easily. Basically they have a 65w USB-C port somewhere on then that allows for charging and use with an ultra low power state and disables the external GPU. I think the one I have needs a 100w USB-C delivery to run where it sets the proc in some .86ghz running state, no charging the battery sometimes actively discharges, but its still usable for office applications.

My guess is most laptop providers will just work with some C state or P state CPU's have to run in some ultra low power state to provide a working product but recommend a typical wall charger.

I charge my M3 MBA over USB-C from my Dell monitor rated for 65W. Charges fine even when under load. I haven't even used the Magsafe charger once with it, still in the box.

Gut check is that this is good in principle, but I'm not entirely convinced if a single port design is the most superior, durable and cost effective thing for both data and power transfer, especially if you think about laptop charging power.
My experience with USB-C phones has been pretty good so far, 8 years of Honor 8 had no issues whereas micro-USB was nothing but problems.
However, I have a kind of appreciation for those robust, round charging cables/ports that you can just jam in and that stay there no matter how hard you tug. Maybe they could have just standardized that. Simple power cables also guarantee no USB security risk, which you can't say about USB charging ports.
