Newfag here, first time I've ever built a PC.
I have Lancool 216 case, 9800X3D and RX 9070 XT. The temps seem fine, didn't see anything extreme – but the fans noise was a bit too much for me when playing with open-back headphones.
Would adding more fans (x2 140mm at the bottom and x2 140mm at the top) and lowering the RPM for everything achieve a quieter PC?

if it's loud when the pc is idle, you have a heat issue somewhere. If it's loud under load, you can undervolt you stuff and adjust your fan curves. Sometimes cheap fans that come with stuff are the culprits. Like I had to quiet down my ssd fan on the mainboard by only having it turn on when it was truly needed.

What does your fan curve look like. Tweak it so your fans aren't at full blast at 30C.
I have a pretty aggressive fan curve on mine just because I use IEMs and I basically can't hear anything else since it has better noise canceling than anything I've tried.

Not really much you can do for a 9070 XT.
For some reason AMD makes it use more power than a fucking 5080, despite the fact it's a weaker card with less hardware.

More power = More heat, and AMD's thermal solution isn't as elegant either. AMD's PCB design is more primitive and uses a larger board which is less dense and so has less access to blow-through cooling, so you end up with a limit on how effectively you can cool it.

Look at your local electronics recycler for used ones.
Also might want to check SAS drives. A lot of companies are using SAS drives, not SATA anymore. So there are a lot more SAS drives compared to SATA drives.
Downside is that your regular shitbox can't run it, but getting the PCIe HBA that can connect to it is cheap enough.

I’m trying to pick a motherboard to most optimally pack a shitload of dual slot GPUs into a box with at least one M.2 NVMe SSD (but ideally multiple so that they can be striped).

Pic related is the previously best maximized approach, involving a Dell T7910

However, the Dell T7910 previous approach does not fit/support any M.2 NVMe SSDs, and involved just a Crucial MX500 — this reaches 500MB/s, although an M.2 NVMe should be able to hit 15,000 MB/s, and this is definitely the current bottleneck.

One alternative that I’m considering is an MSI MEG X570, but I don’t really know what I’m doing.
I’m also beginning to consider ancient refurbished server rack solutions.

Look at X11 motherboards maybe? X12 and X13 are a bit more expensive but newer. X14 isn't worth the price usually.
X11DAC can fit 3 dual slot GPUs while being in a case.
If you want the most then you might want to look at PCIe risers instead and get a mining rig case instead.
