Because semiconductors isn't just engineering. It's where materials science and electrical engineering meet and you need knowledge of both things which are already interdisciplinary subjects. And most people who graduate this shit end up doing academia or some shit without actually looking for an industrial job.

I guarantee the chip companies are getting thousands and thousands of applications from American grads. They literally just do not want to hire Americans. There's double-digit youth unemployment. The fact is a lot of stuff in engineering in the real world is trade secrets. The people in taiwan making chips didn't learn it in school they learned it through giants like tmsc. That's why China is reverse engineering fab machines and poaching tmsc employees.

If they want the workers they actually need to hire moldable fresh out of school electro mechanical engineers and actually train them.
