The only problem I have with vlc is that it takes 7 seconds to start. That's on a 10750h with 32gb ddr4 running at 2900mhz. Not a supercomputer or anything but 7 seconds on this machine for a media player? Holy shit that's bad.
It's gotten slower too because I have an old xp machine that has basically a pentium 4 equivalent with an old version of vlc and it probably takes about the same amount of time. That means that older version would probably start in less than a second on the 10750h machine and the new version would probably take 30 or more seconds to start on the old xp machine. So it's getting bloated for sure.,

Try going to
C:\Program Files\VideoLAN\VLC
with an admin command prompt and run
./vlc-cache-gen.exe "C:\Program Files\VideoLAN\VLC\plugins"

That's what fixed it for me. And yes, it is because of Defender, past versions and other antivirus don't cause this.
