If you erased Tanenbaum from history, and Minix never existed, there would still be management engines doing the exact same thing they do now, they'd just be running something else. The management engine doesn't exist because of permissive licensing. It exists because powerful and wealthy people wanted it to exist. All companies violate or violated the GPL. Some are better at hiding it than others. And almost none get sued at all, let alone successfully.
the only people with some (but still not a lot) of power regarding enforcement are companies which retain full copyright and offer their GPL products under a different license, of which there aren't many. and even then, companies who buy those licenses do it mostly for the paid support and ticking bureaucracy boxes, not because they felt a forced hand.
