yes literally anyone with payroll audit access in your HR system can view deductions and the garnishments stick out like a sore thumb once you know the codes to look for
and then there are downstream systems which have access to your HR system data for other purposes and likely have blanket access because the admins got too lazy to keep approving new access requests, their devs (like me) can also view garnishings
