It's functionally in the GNU family. It retains some of the same limitations with SoC support, and energy aware scheduling/frameworks compared to Android where these are first class.

"Premium" Chromebooks have always existed with high end CPUs, chassis, and screens. Googlebook is going to end up replacing this line as ChromeOS can't be made competitive with M series macs or even ARM Windows.

Not going to fault anyone for not knowing this as it seems the only people who only ever used them are Google employees/contractors.

They are AndroidOS laptops, the initial wave of these are premium 1000 dollar thin and lights laptops; Google has been vague posting about the future of ChromeOS: this launch won't kill their support for chromeOS, but they appear to be merging all of Google operating systems into Android, but don't yet have the software suite/cheap googlebooks for schools. Half the marketing is Gemini integration.

Should you care? if you have a Chromebook plus as you should be allowed to upgrade to the new OS, and if you want your laptop to have best in class syncing with an Android phone; otherwise stay away, let the tech reviewers beta test this probabable victim of the Google Graveyard.
