The numpad can fulfill all the functions of the arrow keys and nav keys (while also letting you type numbers quickly), but not the other way around.

If anything, keyboards without arrow keys and nav keys should be way more popular than keyboards without numpads. But they aren't because this is the demiurge's realm and nothing can ever make sense.
