It's probably a privacy safeguard against anyone using a web browser who wants to download their pictures. When someone is using the Instagram app and tries to take a screenshot of certain content you post, Instagram detects it and notifies you so you can block their account which prevents them from seeing your account and taking any further screenshots. That's probably why.
