The age requirement of your site is dependent on the content hosted on it, not what your declare it to be. You can arbitrarily set a higher requirement, but you can not claim to be a kids site hosting porn. So for pretty much any site featuring user-generated content they actually have to be 18+, unless anything uploaded only is shown after a manual approval and vetting process.
