Pinta is basically a cross-platform open-source alternative to paint.net except now its UI has undergone some pointless changes to make it look more sleek. It's not comparable in functionality to Photoshop (or Gimp, if the Gimp apologists are to be believed) but for the average person's meme-making needs it's more than sufficient.

The rectangle selection tool can move pasted layers or you can do so using the arrow keys. Gimp 3 changed a lot of small things.

it's pretty much all you need, stick to older versions if 3.0 feels awkward
~2.1 feels perfect so it's where i keep it. easily the most convenient gradient/layering of anything else on the market which is really all that matters these days. it's got extensions if you need things like norm maps or material conversions

use substance painter for anything 3d/mesh related tho
