Fuck no, the Linux userland is trash.
Windows literally is the user mode of "Windows" the OS.
The kernel is named NT and if it had posix as it's main subsystem it would have failed like the rest of commercial Unix the only reason Linux is around today is because it's free (as in cost) and the Web (which propt up the oligarchs we know today, thank Linux because of that, freedom my ass.).

I think it would be very difficult to compile Thunar on Windows and you'd have to specially program it to accept Windows \ symbol folder hierarchy and FAT/FAT32.

its far more likely this is xfce with a 2k theme/
