So yeah, if you and I are both independently seed a file that happens to have the same content, in IPFS there's no distinction between my seed and your seed like there would be between torrents in Bittorrent.
IPFS is agnostic of to which file blocks belong to: two different files could happen to share a block in common, and that would lead to seeders of the files to """cross-seed""" that block of both files. This is unlikely, and a single block might not be helpful, but still, it's possible.

If someone has the file hash, he can retrieve the piece hashes from some peer and can confirm these piece hashes belong to that file.
If someone has the piece hashes, he can retrieve the file pieces from many peers and can confirm the data belongs to the file.
All you need more is the distributed log structured database, each participating peer holds and shares the whole tracker database.
The database holds all the meta information about the files and how they're organized.
Only the authorized peers can update the database and all updates are propagated to all the users participating in the archive.

You can never delete a database operation, they always remain part of the whole chain of actions on a database, but you can delete a file in the file system that runs on top of the database, the database keeps a file deletion operation and its reason (like trumping a file with a better one).

There is no seeding announcement, a peer only announces he exists so others know how to connect to him. Peers ask other peers if they have what they want.

The idea is to reduce centralization as much as possible, but maintaining fully deterministic and consistent archives.
