I'm trying to make fluorescent or holographic gifs like this using GIMP. Does anyone have any pointers on how to do this?

If I wanted to cut corners I could technically just fuck with the hue sliders and record my screen, but if there's a video editor that can do this I'm perfectly good with that as well.

yeah, but that getting back to a video editor too.

i suppose if you could break it down to 4 or 5 layers and do a timeline for a gif in say photoshop its be easy to grind out and not take too long.

guessing it wants a video editor that can automate changes tho
