lastly here is how to obtain and use dfakers webm generator. it's built to be used by a retard and it's main purpose is for making a conversion queue for pre-cut videos. it has editing capabilities, and most importantly it will retry the encoding until it's under a specified filesize limit. great tool for set and forget on a slow laptop/pc

I use xmedia recode (VP9 2-pass with a target file size as there is a limit here) but it's a pain in the ass to use. Unfortunately, it has features that no other encoder offers as a whole afaik.

I tried the shotcut approach and while its good for the single clip approach, I prefer my own crafted bash script where I take a video and it makes automatic cuts from it. Encodes them and I can then skew them.I usually make like 30 cuts of x lenght and then post the good ones. Some examples
However, for this more long clip I took presicely, the mpv did it by itself managing the bitrate.In Shotcut even though I put a similar bitrateto this clip, it came out heavier in size. I don't know why.So good input but it's not working for me

made this with the mpv script, undershot 4mb by 20% and it went 30% over. brought it down one notch whatever that is, might have been 150kb and got this. all in all not too bad for a lazy way but not granular enough controls for me

a big reason why i export in qhd is conversion time, got mid-low hardware and v optimised setup so at original resolution 1080/720 it takes video length x1 to convert. lowering the res shaves 1/4 - 1/3 off that time

Using 10-bit color depth increases compression at any given bitrate, also it smooths out banding and makes compression artifacts less noticeable. I also use CRF 2 pass instead of target bitrate, I don't care if I have to encode several times to hit the target file size, my PC is fast enough.
