Because it seems like moderation is almost a user per user thing, and an image per image thing. Like a character I uploaded when Grok was free could be completely nude and put into lewd situations. When it went to paid that got censored. A few months later I could slightly do topless. Some uploaded images allowed full nudity if I hide the pussy. Some images of the same character, under different upload slots, do not animate even if I managed to get topless. Sometimes not even cleavage gens will animate. But the full nude character in a different uploaded slot has no problems shaking their ass, grabbing their tits, etc. it's very strange.
