I used to think so as well but then I realized. You can use money to pay for someone else to do it for you. Make the game you want to make but with mspaint art and then replace it as you go. It could also help you try and narrow down the look of the game or even what art you will need to get for it.

For visibility, I'll reply here as well to Remake Anon.I would recommend having 3.0.22, even if you already have 4.0+. I haven't touched 4.0+ at all and all the work I did was within 3.0.22, so I can better help you navigate the (shitty) code if you have questions.
Also worth mentioning that a number of those translation requests may already have translated buttons in 3.0.22, but I cannot be sure. I haven't looked at the 4.0.6 translation patch either to know if those buttons have been translated.Hopefully this information helps close out some of those items on the issue tracker.
