When Khrushchev tried to apologize to Tito, doing the usual commie dance of "Stalin was misled by shadowy conspirators into believing that you were a threat", Tito told him to fuck off and that Stalin was a bastard. So Khrushchev felt that the secret speech was a way to break ties with Stalinist "diplomacy" and establish a stronger one going forward. Mao, for all the shit he would give Khrushchev as time went on, initially was a big fan of the secret speech and thought it was good that Stalin had been brought down a peg. Of course Khrushchev then fucked the PRC relation even harder, and the Yugoslav relation was never truly fixed.
