No. Neanderthal brains were specialized for visio-spatial ability and their brains were actually significantly smaller than ours when you adjust for their larger visual systems. They also lacked the modern TKTL1 gene, which meant they had less frontal neocortex to work with.

Neanderthals have been found up north, though the Neanderthal ancestry in SSA would come primarily from back-to-africa migrations rather than direct breeding.
