Has there ever been a state that began persecuting one group and gradually began persecuting other ones?I can only think of states that started persecuting multiple groups at once immediately (Axis in WW2) or states that persecuted one group and then stopped (for example, socialist Yugoslavia which persecuted Stalinists and then mellowed down after the threat was eliminated).

They didn't meaningfully act against jews during Hitler's first few years because he wanted to appease the international community as the Olympic games were being held in Germany - in fact he was often criticized by party members for being too soft on jews. Only in 1938 with the Night of the Broken Glass you could say Germany started meaningfully persecuting jews.
