Because that never happened.Women largely didn't enter the workplace until during and then after WW2. In the event they did work before then they did that instead of having children, not as well as it.

For a subsistence farmer or a victorian worker, just having a bowl of grain gruel and a wooden shack was "good enough" to raise children, who could be sent to work as soon as they could walk, making them a valuable investment with little upkeep.
