It's a strange predicament. Even Rome still sees them in some sense as being under their authority, they're just disobedient. Hence why Rome believes it can restrict their bishops jurisdicial powers. And of course the SSPX also sees itself as under Rome, but that the new rite and new code of canon law are illicit, and therefore they don't have to obey or follow them.
