India is still based desu and has the potential to be even more so. They need to build a canal network connecting the Ganges to the Yamuna throughout the north Indian plain. All the while exporting godlessness to Pakistan, when eventually the Gangetic plain can also be connected to a heavily canalled Indus valley.
Heavily industrialised deep waterways are the way forward. Land dragging networks (road+rail .etc) are completely bust in an energy scarce future. There are only a few places in the entire world that have the required population, terrain, climate and water to be wealthy and industrialised in this setting. Northern India is one of them. Rhineland is another. The Yangtze plain doesn't have enough water but if China can divert enough of Tibet's glaciers it just might. Nowhere else satisfies the above conditions just yet.

Anyway, what matters is energy efficiency in the long run. If industrialisation is to last, and we obviously should want it to, systems need to adapt to do things efficiently. That means freight should float on water as much as possible. However there is a real geographic limit as to which parts of the world can stay industrialised. The Chinese have the right idea. India is even more blessed in this regard though as is the Rhineland.
Everywhere else will essentially become an archipelago.
