In my opinion, the three main elements of Culture are:

1. Art
2. Religion (or Philosophy, as I believe they occupy the same domain)
3. Politics

The other elements are transitory and somehow related to the ones I listed.

In a certain perspective, everything humans do as a "craft" or something that goes beyond the real of "nature" can be considered as Art.
Art in the root of the word means something exacrly like this, it is a human creation, such as sports, politics, means of production etc... All of these are somehow a form of art.
This is why art is the first element of Culture.
