Why doesn’t any country officially declare war anymore after WW2? Does a country declaring war allow the UN to economically sanction and sue this country?

In the West, as long as we call it "Nato action" or "enforcing a UN resolution", you can also skirt the formal declaration.And if you declare a war that turns out to be a war of aggression and you lose, even if you manage to keep your internal enemies at bay, you won't be able any more to retire in exile because someone wants to drag you to Den Haag.
