At that point they still had a 'not-my-problem' attitude.
Kinda like when Germany annexed Austria.

LoN was institutionally weak and the allies only cared about something if they felt it could threaten their position. In early 1920s they were still licking their wounds. France had a Screw-Germany-above-all-else policy and Britain was still in trauma from getting involved in anything that could hint conflict.
