No he didn't.

That's apocryphal. He abdicated to ensure the succession went smoothly. He was still in control of armies even in his retirement.

He did return to power for a while because the succession did not go to plan, he essentially cleaned the house and gave the thumbs up to Maxentius and Constantine to try to make it somewhat legitimate and again abdicated
