Incorrect. Linus was the first Bishop of Rome according to the earliest sources.
It's possible Rome did not have a bishop until "Peter and Paul" appointed him, within their lifetime. Early sources always mention "Peter and Paul" in Rome specifically or "The Apostles" generally appointing Bishops.

As late as Hippolytus of Rome in the early 3rd century there were still multiple bishops of Rome ruling their own house-church congregations in the vast capital city, and the RCC is forced to anachronistically label him an "antipope", despite him being an influential, orthodox church father, because of later dogmatic teachings such as the separation of the ranks of bishop form priest (synonyms until the 2nd century and probably changed to combat heretical offshoot churches) and belief that only one "true" pope can reign as the Vicar of Christ.

Well the community of Rome was unfamiliar to him compared to communities he founded, so the letter is much more impersonal compared to Galatians, Thessalonians, or Corinthians.
The thanksgiving section you are referring to is for his own personal shoutouts, giving thanks to people who have supported him and whose good names may go out before him from his previous communities. Why would he give thanks to Peter if this was before he even met him?

It might be of interest to your point though that there is an apocryphal Epistle of Peter to James. The form we have is after several periods of editing, and despite this it is quite clear that in place of Simon Magus was originally Paul. So it's a very anti-Pauline letter based on the authority of Peter and James.

There was a clear tension between Hellenic Jewish Christians that emphasized their national identity and adherence to law (taking as their patriarchs Peter and James) and the mixed communities of converted Gentiles and torah abandoning Jewish Christians that Paul spearheaded.
