You are only part of the European core, if you are Germano-Celtic in blood. Northern Italy was already Celtic, when it was conquered by the Roman Empire and got more Germanic blood later on, especially from the Lombards, which gave them their modern name.

I guess everything, just so Nords can pretend they aren't Northern Germanics and remain "pure", but also "just Nords and not Germanic", instead of the "mixed" Germans, where only the most southern German regions might get called 50% Celtic, which is still a complete and total population replacement, given that these regions used to be the Celtic homeland. But yeah it's definitely the Germans that are so mixed, they are barely even Germanic and definitely not the Nords, who also fell for the "slavic wife, happy life" meme or Sweden, which at some point in history, was almost completely genetically replaced by men from Denmark post Viking Age.

The modern core of Europe pretty directly translates to the parts of Europe which adopted free market capitalism and modern banking/investment early on. And the regions were feudalism was abandoned quickest.

Really you mainly just see the Protestant parts of Europe plus France, which liberalized massively and quickly with their revolution.

Free market capitalism was born out of Northern Italy. What made all the difference was the economical shift towards North Western Europe following the discovery of America and the Industrial Revolution.
