Was particularly notable in any of those capacities? he's probably only notable as a politician/stateman, in particular during a very serious war. Absent that war, would he be any more memorable than an equivalent statesman from 18XX or 19XX? Shakespeare is perhaps the greatest writer of all time, certainly the best writer in English. he was hugely gifted with genius. His ideas and verse are something you'd expect more so from someone who's much older and traveled the world, having many, many experiences to draw from, but he was pragmatic businessman who lived in Stratford and London in the late 1500s. There were no events in particular that "propelled" him to center of the world stage (heh) as they did Churchill. Is he the greatest Briton? maybe not, but he's definitely greater than Churchill, who'd be much less famous had he simple been born another decade. Shakespeare largely would not have been.
Also, Shakespeare is a contender for bother smartest man who ever lived and greatest artist who ever lived, but that's not the question. Churchill obviously isn't in those contests, which just goes to show he's not as great a Briton.
