Most of the Greek ancestry rhetoric comes from the 13th century in Nicaea, which is where modern Greek identity is descended from. It remained an elite identity until the period around the Greek revolution, and wasn't uncontested ass there was a Roman party that rejected the identification, they lost considering those championing Greek identity got a state, and they were still living under the Ottomans.

There were still Romans in Lemnos about 100 years ago. The Ottomans had no problem with the rightful identification of Christians as Romans. It was always the butthurt West that cried about it for 500 years.

Rome was always Greek. The West just seethes because they know their ancestors were Barbarians who mistook the slave tongue as prestigious instead.

It was initially ressurected by Nikaea (their official name was intentionally choose as "Hellas"). Then the early Palailogos took over and pivoted back to the Roman LARP for well over a century.
It finally returned to stay with the end of the 14th Century together with many other cultural influences from the Catholic west, and it was sanctioned by both the pro-Catholic last Palailogos and by the Orthodox Church: albeit for opposite reasons

They never officially did, but I don't think it's a coincidence that in the Empire of Nicaea they started talking about themselves as Hellenes again, instead of Romans and they also for the first time supported their Warrior Aristocracy and the small land-owning soldiers in Asia Minor, because the perfidious Elite of the Capital wasn't there to plot against and undermine them. With these warriors they instantly turned the tide, secured the frontier and doubled their territory in Europe by going on a huge conquest spree. But sadly this all ended, when they let the old Elite survive without a purge and stripped Anatolia of everything to rebuild the capital.
