These exchanges also had the added benefit of being less important to the protection of these countries, France wasn't freaking out about how Cochine would affect their defences of Paris in the European mainland. When Germany steps up, most of the cake is already eaten and now they have nothing to offer whenever they get embroiled in a colonial dispute, at least nothing to offer which doesn't immediately put the Reich itself in danger over in Europe.
