The majority of the terror's victims were not nobility at all but rather just commoners who committed "counter revolutionary crimes". IIRC the majority of the people who died during Robespierre's reign were people in the Vendées who were effectively genocided by the infernal hordes for having a pro church pro royalist uprising.
