At the time, the federal government didn’t do much besides collect excise taxes, deliver the mail and guard the coastline and Indian frontier. “Internal improvements” were left to the states and private capital for canals, railroads, harbor dredging, etc. All this changed during the war and afterwards but it wasn’t until the New Deal that the fedbux poured into Dixie and dragged the region into the 20th century.
